A 26-second clip shot in 4K comes to 78.7 megabytes, and WhatsApp stops at sixteen for a video while most email gives up around twenty-five. This video takes that file under the cap in a browser tab. The trick is the tool’s target-size mode: instead of guessing at a quality setting and finding out afterwards, you type the number you need — sixteen — and it works out the rest, landing at 14.2 MB, 82 percent smaller, comfortably under the line rather than exactly on it, which matters because a file that lands on a hard cap is a file that might not send. How long it takes depends on your computer, because everything happens on your own processor: that is the trade for nothing being uploaded, and the browser’s own network log is shown at the end to prove it.

So here is the whole fix, in a browser tab: you tell it the size you need, and it works out everything else. No account, and the video is never uploaded anywhere.

Most compressors ask you for a quality and let you find out afterwards. This one has a target-size mode — so I type sixteen, and the number I care about is the one I get to set.
However long this takes on your computer, all of it is happening on your own processor. That is the trade: nothing uploads, and your machine does the work.

And notice it came in under sixteen rather than exactly on it. That is the right behaviour for a hard limit — a file that lands on the cap is a file that might not send, and there is no partial credit on an upload.
If the result ever looks soft to you, the lever is the resolution, not the size. Drop it to ten-eighty and the file has the same budget to spend on a quarter as many pixels — which is usually the better-looking way to hit the same number.
